Tendering & Strategic Sourcing

A tender is not an administrative exercise. It is the moment you fix your cost base, your service levels and your risk position for the next three to five years.

Overview

We run sourcing processes from market engagement to contract award: the specification, the evaluation model, the questions, the moderation, the standstill and the record that has to stand up if the award is challenged.

In the public sector that means working within the procurement rules rather than around them. In the private sector it means the same rigour applied for commercial rather than statutory reasons, because a structured process gets a better answer either way.

Brought in when

  • A significant contract is coming to an end and the internal team has no capacity to re-tender it.
  • A procurement has to be demonstrably fair and the audit trail matters.
  • You do not know what the market can offer, or what a reasonable price looks like.
  • Evaluation is about to be done by a panel who have never scored a bid before.
  • You are bidding rather than buying, and the response needs to answer what was asked.
  • Contracts are expiring in an uncoordinated way and each renewal is handled in isolation.

What this covers

Six areas of work.

Managed tender services

The whole process run for you: market engagement, documentation, the evaluation model, clarifications, moderation and award. Your team stays focused on their day job and the procurement still gets the attention it needs.

Contract pipeline optimisation

Contracted and non-contracted spend categorised and put on a timeline, so re-tenders are planned, not reactive. This is usually the single fastest way to find both savings and unmanaged risk.

Bid evaluation & supplier selection

A scoring framework that measures what matters, applied consistently, with due diligence on the shortlist and a moderation record that holds up to scrutiny.

Supplier market intelligence

What the market looks like before you go to it: who the credible suppliers are, how they price, where the capacity is and what a competitive benchmark looks like. Knowing this before the tender changes what you ask for.

Bid writing

For organisations on the other side of the process. Clear, compliant responses that answer the question in front of them and evidence the claims they make, structured against the published evaluation criteria.

Public sector compliance

Framework selection and call-off, procedure choice, transparency and record-keeping obligations, and the practical detail of running a compliant process, including where the rules allow more commercial flexibility than people assume.

Discuss a sourcing or tender challenge.

If there is a date in the diary, whether that is a contract end, a framework expiry or a board deadline, say so. Timing determines what is still possible.
